The MCBA Program Committee invites you to attend the May virtual presentation, Marin Schools in the Trump Era: Examining How Federal Policy Impacts Our Schools on Wednesday, May 28th from 12:00 to 1:00 PM.

Join MCBA for a panel discussion with College of Marin Trustee, Wanden Treanor (MCBA Past President), College of Marin General Counsel, Mia Robertshaw and Marin County Superintendent of Schools, John Carroll about the federal policy changes affecting public education at the local level. From funding equity, civil rights enforcement, school choice initiatives, and regulatory rollbacks, join us for an in-depth discussion on how these changes intersect with the law and what it means for the Marin community and for attorneys working in education, civil rights, and public policy.

Speaker Information

John A. Carroll

Marin County Superintendent of Schools

John Carroll serves as the Marin County Superintendent of Schools. He is responsible for managing the Marin County Office of Education (MCOE), which serves more than 40,000 students ages birth to 22 years and oversees more than $450M in public education funds countywide.

The County Superintendent of Schools provides a critical fiscal oversight role for Marin County’s 17 school districts to guarantee that public funds are managed appropriately and efficiently. In addition, the County Superintendent of Schools oversees a broad range of student and education services countywide, including special education, alternative education, outdoor education and programs for foster and homeless youth.

Carroll’s vision for Marin County schools is to provide the highest quality programs and services for ALL students. Under his leadership, the MCOE works to develop community partnerships to enhance the academic and social-emotional opportunities for students, including internships, career academies, college access, technology, health and wellness. The MCOE is also committed to developing a highly skilled teacher workforce providing professional development opportunities to more than 5,000 teachers and administrators annually and preparing new teachers for success in the classroom.

Wanden P. Treanor

College of Marin Trustee and MCBA Past President

Wanden P. Treanor practiced law in Marin County for over 35 years before entering ‘retirement’ at the end of 2019. She developed an expertise working with boards of directors of homeowner associations and helped individuals and couples to create estate plans and administer trusts. In her work with homeowner associations, Wanden testified as an expert witness on the standard of care of nonprofit board members and served as a court appointed receiver in Marin and Contra Costa Counties to temporarily take over struggling homeowner associations.

Wanden frequently presents at seminars and conferences on legal issues affecting homeowner associations and the role of a member of a board of directors of non-profit organizations. She also trains new CEOs and trustees of CA Community Colleges on their roles and responsibilities.

A native of Marin, Wanden has given her time and talent to many local community organizations. She continues to serve as an elected trustee on the Marin Community College District Board of Trustees since 1996 and is proud of the changes at College of Marin in those 25 years. In addition to serving as President of the Marin County Bar Association in 1995 and currently serving as the 5-year Past President on the MCBA Board of Directors, Wanden has served as President of the board of 10,000 Degrees. Legal Aid of Marin, Planned Parenthood of Marin, Sonoma & Mendocino, and Marin County Women Lawyers.

Prior to law school, Wanden was a community organizer for Volunteers in Service to America (VISTA) working on self-help housing programs as well as farm worker cooperatives.

Mia N. Robertshaw

College of Marin, General Counsel

Mia Robertshaw is an accomplished attorney with extensive experience in education law, public agency counsel, and litigation. She currently serves as General Counsel for the Marin Community College District, where she has provided strategic legal leadership since 2018. In 2024, she also took on the role of Interim Assistant Superintendent/Vice President of Student Learning and Success. Previously, Mia was Associate General Counsel at School and College Legal Services of California, representing K-12 districts and community colleges in labor relations, Title IX compliance, and general counsel matters. She began her legal career at Latham & Watkins, practicing litigation and environmental law. Mia earned her J.D. from Columbia Law School and her B.A. in Sociology from UC Santa Cruz.
