The April MCBA General Membership Meeting on "Criminal Justice Reform" will be held virtually on Wednesday, April 27th from 12:00 to 1:00 PM.

Listen to a discussion among distinguished panelists, Judge Paul Haakenson, newly installed Public Defender David Sutton, and Chief Deputy District Attorney Dori Ahana on the recent trend toward criminal justice reform.

The tough-on-crime era of the 1990’s, which brought us three strikes and led to a peak incarceration rate of over 170,000 people in 2006 is at an and end in California. Recently enacted legislation ushered in sweeping reforms to the criminal justice system. These reforms, such as the expansion of diversion programs, emphasize consideration of the circumstances of the offender and eschew incarceration in favor of rehabilitative programming.
But what are the practical impacts of these big changes on the criminal justice system in Marin County? Key players share their perspectives on how these reforms affect their services and criminal justice goals.

Speaker Information

Judge Paul M. Haakenson

Marin County Superior Court

Judge Paul Haakenson was appointed to the bench in 2006. He earned his bachelor's degree the University of California, Davis, and his law degree from the University of San Francisco School of Law.


David J. Sutton

Marin County Public Defender

David Sutton has dedicated his legal career to indigent defense and social justice. David's legal career began with an internship at the Marin County Public Defender’s Office in the summer of 2006. Following graduation, David worked as a Deputy Public Defender in Marin County. David was appointed to serve as the Marin County Public Defender in September 2021.

Before returning to Marin County, David was a Federal Public Defender for 10 years. David most recently served as the Los Angeles Trial Chief at the Federal Public Defender’s Office for the Central District of California. David has represented clients in various criminal matters, including misdemeanors, serious felonies with decades-long mandatory minimum prison sentences, white-collar and medical frauds, and cases punishable by the federal death penalty.

David received his Bachelor of Arts from San Francisco State University and a Juris Doctorate from the University of San Francisco School of Law. David currently sits on his law school’s Board of Governors. He is also a current member of the State Bar of California’s Judicial Nominations and Evaluations Committee.

Dori K. Ahana

Chief Deputy District Attorney, Marin County

Dori Ahana has been a prosecutor with the Marin County District Attorney’s office for 26 years. She has prosecuted a wide variety of misdemeanor and felony crimes specializing in domestic violence, gang crimes, and homicide. In her current position as Chief, she oversees the prosecution of the violent crimes in the office including domestic violence, sexual assault, human trafficking, child abuse, gangs, and elder abuse. She also supervises the juvenile division, major crimes task force cases, high tech cases, insurance fraud, the filing and expediter positions, law and motions, writs and appeals, and specialty courts. She currently trains for local law-enforcement and the California District Attorney’s Association.
